While addressing the budget session, President Ramnath Kovind congratulated all the people on the festivals and the Republic Day. He also praised the presence of heads of ASEAN countries. He said that my government is working to strengthen the social and economic situation. The President said that the government is helping the people by creating toilets, ready to pay homage to Mahatma Gandhi by creating a clean India by 2019.

Promote Beti Bachao- Beti Padhao

While addressing the budget session, President Ramnath Kovind said that the government introduced triple talaq bill in Parliament, it will soon be made a law. Save the daughter in the country, the education of daughter is growing. The government is trying to remove the generation of poor, there is a plan to Beti Bachao Beti Padhao in 640 districts.

Government's goal of doubling the income of farmers

He said that the emphasis of the government is to double the income of the farmers. The production of pulses has recorded a record increase of 38 per cent. The government's goal is to complete 99 irrigation projects, the government has planned to stop the waste of grains. He said that during the government's tenure the production of urea has increased. About 31 crore bank accounts have been opened under Jandhan Yojana.

The President said that 80 lakh senior citizens are being served under Atal Pension Scheme. We implemented the Prime Minister Crop Insurance Scheme, now it is easier for the farmers to insure. The government is providing digital services in affordable rates, 2.5 lakh villages are being digitized.

The President said that our goal is to connect every village to the road till 2019. Fortunately, electricity has provided electricity to 40 million households. So far, 82 per cent of the villages have been linked to the road.

There are more than 2.5 crore devotees in our country, the government is constantly working for them. 4% in government jobs, 5% reservation in higher education is being given.

Emphasis on empowerment

The President said that the government is constantly working for minorities under the empowerment of not appeasing. Learn more and earn, many plans like Ustad are being carried forward. For the first time, the rule of Mehrham has been changed, under this, now 45+ women can go to Haj without any male partner.

Government's goal to give home to poor

In the last three and a half years, more than 93 lakh houses have been constructed in urban and rural areas. Under the 'Pradhanmantri Awas Yojana- Urban', 6 percent interest rate is being given to the poor to build their house. With all this sensitive thinking, my government is working on the goal of making the home available to every disabled poor family by 2022, with everyone having a roof over their heads, and they get water-power-toilets. In the last one year more than 45 lakh students have been given the benefit of scholarship, fellowship, skill development and coaching schemes.

Emphasis on new health policy

He said that my government has created a new 'National Health Policy' for the poor and middle class people for better and affordable healthcare. 800 types of medicines are being given to the poor at cheaper rates through 'Prime Minister's Pharmaceuticals' centers. The number of these centers has reached 3,000.

The President said that under the 'Deendayal Amrit Yojana', more than 5,200 life-saving branded medicines and 60 percent to 90 percent concession is being provided on surgical implants through 111 outlets. In order to increase the availability of doctors, 13 thousand seats of MBBS and more than 7,000 posts of Post Graduate have been approved. To ensure quality and transparency in medical education, the government has also introduced 'National Medical Commission Bill' in the Lok Sabha.

Meditation given on higher education

During the address, the President said that more than 2,400 'Atal Tinkering Labs' has been approved under the 'Atal Innovation Mission' by my government so that the foundation of entrepreneurship and creativity can be established in children from a young age. He said that my government has approved the formation of an autonomous test organization 'National Testing Agency' for organizing all the examinations of higher education institutions in the country.

The President said that my government, active for the bright future of youth, is working on making 20 'Institutes of Amines' in the country. Under this mission, financial assistance of Rs. 10,000 crores will be given to selected educational institutions.

Meditation on the development of youth

President Kovind said that our country is the youngest country in the world. For this, the youth of the country can fulfill their dreams and make self-employment, for this my government is running programs such as start up India, stand up India, skill India mission, money scheme. He said that the industries or companies that are creating new opportunities for jobs are being provided financial assistance under 'Prime Minister's Employment Incentive Scheme'. Under this, more than 20 lakh beneficiaries have already received help from this scheme.

He said that my government has increased the minimum wage of workers by more than 40 percent. The number of registers has been reduced from 56 to 5 for adhering to labor laws. Now all the returns on the labor facility portal are filled online.

Kumbh Mela gets new identity

In his address, the President said that it is a matter of pride for all that Kumbh Mela has been included in UNESCO's list of "intangible cultural heritage of humanity". Ahmedabad has been rated as the country's first 'Heritage City' by UNESCO. UNESCO has ranked Chennai as the list of Creative Cities.

He said that the ambition of India's ambitious space program, national development and regional and international cooperation is achieving new achievements. For the first time in the world, ISRO successfully launched 104 satellites at one go.

Increasing digital literacy

He said that under the 'Prime Minister Rural Digital Literacy Campaign' my government is running the world's largest digital literacy program. Under this program, so far, 10 million people have been digitally educated. 'Bhim App' is playing a big role in promoting digital transactions. More than 100 public utilities have been made available on mobile by recently launched 'Umang App'.

Compliment of the Aadhaar

The President said that through the aadhaar, poor beneficiaries are directly reaching the facilities they get, without intermediaries. Digital payments are being made in more than 400 schemes of the present government. So far, the amount of more than Rs. 57,000 crore has been saved from going into wrong hands.

Due to commendable efforts in the electronics manufacturing sector, there are 113 mobile companies in the country, whose number was only 2 in 2014. This has given new opportunities for employment to our youth even in small towns of the country.

The work of the bullet train has started

Regarding the railway, the President said that investment in the railway is being constantly increased for the development and modernization of the railway. My government is committed to world class railway services. The Mumbai-Ahmedabad high speed bullet train work has also been started. My government has also created a new policy for Metro projects. The emphasis on 'Last Mile Connectivity' has been emphasized in the new policy. In the country, Metro projects are now underway in 11 cities.

Boost to the Roads

Government has approved a new major program 'Bharatmala' in the highway area. An amount of Rs 535,000 crores has been made for this. To increase the National Corridor Efficiency, National Highways of approximately 53,000 km have been identified.

Promote flights in small cities

The President said that the small towns of the country can connect with the air route and the low middle class, middle class and youth can avail the benefits of air travel easily, at low cost, for this 'the common citizens of the country flying' i.e., 'UDAN' scheme has been started. In the country after independence, only 76 airports were connected to commercial flights, while work has been started to connect 56 airports and 31 helipads in just 15 months of the 'UDAN' plan. So far, flights have been started from 16 such airports.

Increase in power efficiency

He said that for the first time such an opportunity has come when the expansion of power capacity in the country has increased more than the target. Now India has become a Net Exporter, and the work of sending electricity to 18,000 villages is also moving towards perfection. My government has ensured the availability of electricity at affordable rates by completing the work of 'One Nation One Grid'. In order to strengthen the power distribution system in every village and town of the country, about 1.5 lakh crores schemes have been implemented.

The President said that more than 28 crore LED bulbs have been distributed in the country under 'Ujala Yojana'. More than 500 million LED bulbs have been sold by the private sector. This is saving more than Rs 40,000 crore annually in the electricity bill of the poor and middle class.

Record production in solar energy

He said that with the protection of the environment, electricity saving in the country is also 10,000 crore units per year. In the last three years, solar energy production has increased 7 times. With the effort of India, the International Solar Coalition has become a legislative body. Its headquarters has been established in India only.

The President said that with the vision of reaching the benefit of development to every area of the country, my government is working with sensitivity to fulfill the hopes and aspirations of the people of the northeast. In the last three years, the Government has approved a plan of Rs. 10,000 crores to strengthen the transmission and distribution network in the North-Eastern States.

Government gave attention to the development of North-Eastern

He said that my government is giving full thrust to increase connectivity in North-East. Last year, the country's longest river bridge, Dhola-Sadia, has also been dedicated to the nation. This bridge has reduced the distance between Assam and Arunachal Pradesh by 165 km. The President said that due to regular efforts of the Central Government and the State Governments, there has been significant improvement in the internal security of the country. In the Northeast, the security situation has also changed. The incidents of Naxalite-Maoist violence have also come down.

The president said that for this, aware citizens of these areas and our military, semi army and our police force deserve to be congratulated. We appreciate all of those prays and pay tribute to those who have died.

New policy in defense sector

In his speech, the President said that policy related to strategic partnership in the defense manufacturing sector has been finalized. This will lead to greater participation of private sector and job creation in the construction of key defense platforms and equipment’s.

India is ready to serve humanity

He said that the service of humanity has been an integral part of India's cultural heritage. India has always been present as the first responder, whether it is an earthquake in Nepal or flood of Sri Lanka, or the crisis of drinking water in the Maldives. The President said that all the Indians settled in any corner of the world today are confident that if they fall in any crisis, their government will take them safely and bring them back home. Since the year 2014 more than 90,000 Indians stranded in crisis abroad have been brought back.

Great country

While praising foreign policy, the President said that due to diplomatic efforts of the government, India has received a new honor in the world. India has got representation in the International Tribunal for the Law of the Sea, the International Maritime Organization and the Economic and Social Council. India succeeded in the ICJ election

The President said that after joining the Missile Technology Control Regime last year, India has been included in the Wassenar Arrangement and Australia Group as a member this year. This success has been achieved after a long struggle and it is an important achievement of my government.

In the Parliament House of President Ramnath Kovind, Vice-President Venkaiah Naidu, Prime Minister Narendra Modi, Lok Sabha Speaker Sumitra Mahajan welcomed.

Let this be the fourth full budget of the Modi government of the Center. This is the first budget after GST is implemented, while the last full budget is before the 2019 Lok Sabha elections. In this regard, the budget is very important, the budget will be presented on February 1.

Modi's Appeal - Passing Triple Talaq Bills

Prime Minister Narendra Modi addressed the media before the budget session. He said that in this budget session, I will appeal to all the political parties to have triple talaq bills passed. And give new year gifts to Muslim women.

Opposition leader in Lok Sabha Mallikarjun Kharge said that no time will be available for debate in this budget session. The bills are being presented at the last moment by the government. This has reduced democracy in Parliament. The government is not taking things seriously.

First address of Ramnath Kovind

This is the first address of President Ramnath Kovind as the President. The President's address is actually the document of the Central Government, in which the government's vision, plans and agenda for the upcoming financial year, as well as the achievements of the previous year, are drawn. The first part of the budget session will be from January 29 to February 9, while the second part will be from 6 March to 6 April.

Less likely populist budget

Hashmukh Adhiya is Finance Secretary. The 1981 Gujarat cadre IAS officer is the most experienced officer in the budget team. He is leading the team this year.

Triple Talaq Bill Emphasis

In an all-party meeting convened before the budget session on Sunday, Parliamentary Affairs Minister Ananth Kumar said that the government will make an effort to pass the three divorced related legislations at a time during the budget session. He said that we will talk to all the parties for this.
